Abstract

The U.A.E government should act like a problem solver to all its citizens’ issues, disabled or not. The U.A.E government is obligated to make several provisions to its citizens including national security, personal rights, clean environment, basic education, and basic healthcare among other various provisions. This paper aims at looking at the things that the U.A.E government ought to provide to a disabled citizen including at least two services that include security and education and whether the government is taking more responsibility in providing to its disabled. It would be great to describe such provisions with examples in order to establish a clear picture of what the government has to provide to its citizens and this will be essential in determining if they are obliged to providing to its disabled citizens. The government needs to provide to its disabled citizens with the required services despite any existing controversies of what the government has to provide and what it should not provide. The government should provide its disabled citizens with things like wheelchair, earring-aids, access to good educations and healthy environments.

  1. Introduction

Disability is an umbrella term that is used to refer to impairments, restrictions to certain participations and limitations to some activities. The individual with a particular health condition will have some difficulty as they interact with factors existing around them including personal and environmental factors. Approximately more than one billion people are living with some form of disability. In addition, there is a rising trend in the rates of disability partly because of the aging populations as well as the growing chronic health conditions. All people living with a disability require the same general health care needs as the other people in addition to the health care needs they have resulting from their individual conditions. Individuals with disabilities are reported to seek more health care compared to those that do not have a disability. An example is a recent survey focusing on individuals with serious mental disorders that found more than 30% of people in developed countries and more than 70% in developing countries had received zero treatment in the year before the study. People living with disabilities need extra and special attention. This paper will address whether U.A.E government taking more responsibility in providing support to disabled people.

 

The U.A.E government provisions and obligations could be too far different from the obligations or assistance of individual citizens to their fellow citizens or even what the local governments provide to the disabled citizens. The government should provide its disabled citizens with things that would assist them in developing economies. To all citizens, disabled or not, the government should be providing infrastructure is a key obligation of the government (Krugman). Infrastructure includes all kinds of constructions that help in building a good environment for business and economic activities. Things like roads, railways, airports, seaports, and buildings are among other things that could be categorized as infrastructure (Krugman). Every citizen requires a beautiful environment in which to live. The government should ensure that infrastructure is available in a way that is adequate to give way for economic growth to take part.

The government should also provide its disabled citizens with a clean environment that is healthy and attractive for better survival. The government does this provision through imposing rules and regulations that ensure that environmental conservation is observed in every economic activity in the government. Provision of clean and healthy environment helps improve people’s health and wellbeing (Lovett). All attempts of the government to provide its citizens with clean and healthy environment whether directly or indirectly are done for the wellbeing of every citizen and for future generations. The government regulates this aspect in such a way that breaking the rule are fined or punished in other ways. A clean environment that is attractive not only benefits the citizens but also relieves the government from the many health cases that could arise due to increased health hazards from mismanagement of the environment (Krugman). It is therefore the obligation of the government to provide its disabled citizens with grounds for healthy and hazard-free environment such as the areas set aside in cities as recreation centers like the Central Park.

  • Providing welfare to disabled citizens

In a significant proportion, the government is funded by the citizens, which means significant compensatory welfare should be provided. All citizens are taxpayers although being a taxpayer is not the main reason why the government should provide its citizens with services. In fact, the amount of tax that a citizen would pay is less than the benefits achieved from government projects and services. The government is obligated to provide its services equitably irrespective of the amount of tax paid by every citizen and the mode of tax payment. Whatever the government is obligated to provide should not be measure from the amount of money every citizen provides through taxation since most of the services provide indirect benefits to most of the citizens (Krugman). Example, in this case, could be a situation whereby improvement of infrastructure would lead to reduced production costs and consequently lead to a reduction in prices of the corresponding products. The government, therefore, provides various services apart from the goods it provides including infrastructure and a healthy environment. Services such as security and education are provided. Security is hardly paid for directly but the government provides it to citizens which acts as a social benefit (Krugman).

  • Providing equal education

Every citizen is provided with basic education for his or her own benefits and finally to the benefit of the nation’s wellbeing. The government understands that it would be only through education that the country would be able to advance economically. Every citizen, disabled or not is given a chance to access to any institution of choice to access education without being discriminated. The only condition is that the individual has to be qualified academically and financially to get access to the services of choice as provided by the institution of education (Krugman). Besides, the individual is provided by the government with a chance to exercise his or her freedom without consideration of his status, disabled or not. This aspect brings the idea of security that is provided by the government to disabled citizens. The government should always strive to ensure that all that is required by its citizens is provided adequately and fairly. There should equity in the way government goods and services are provided to encourage people and satisfaction by all citizens. Things like a healthy environment and infrastructure and services like education and security should be provided to all citizens without any kind of discrimination.

3.      Research Methodology

Random sampling was used whereby questionnaires were issued at random U.A.E citizens. This was with expectations of ensuring that each person is accorded similar chance of participating in the research. Qualitative data gained from questionnaires helps the research to analyze information in much less time as compared to interviewing people. This further helped the researcher to come up with feasible conclusions relating to whether U.A.E government is taking more responsibility in providing support to disabled people. With the confidentiality of the information, the respondent will also feel free to provide sensitive information which they could have not provided through interview. One disadvantage of questionnaires is that it does not allow room for further probing. It also becomes disadvantageous when the respondent fills irrelevant information.

Question one

The research was primarily to determine whether U.A.E government taking more responsibility in providing support to disabled people. To determine the actual the magnitude of U.A.E it was important to incorporate the disabled to have their own experiences. In the first question, 18% of the respondents had one form of disability. The disabled respondents were given weight.

Highest academic qualification obtained

The analysis revealed that only 15% of the disabled respondents had attained the tertiary level and above. 31% had attained ordinary and 54% elementary.

This is an indication that disabled had greater access to elementary education and the number decreased as the educational level increased. One reason for the gradual decrease can be contributed by the fact that more disabled people is ill-treated causing the gradual decrease. It can also, suppose verifiable, that the government is not providing enough support and so the disabled are eventually discouraged.

Equal chances to all people

On determining whether U.A.E offers equal chances to all citizens, 71.5% disagreed while 28.5% agreed. This essentially means that the government had not put extra efforts needed.

Success or failure

On determining whether U.A.E government has been successful in providing welfare services to disabled, the analysis revealed that the government has not been successful since 72.5% disagreed.

On the vital Characteristics that respondents felt needs to be addressed in providing services to disabled, the analysis revealed that various response were received. The analysis has revealed various barriers to health care for people with disabilities and mental health disorders. There are a number of barriers that people with disabilities have to overcome in order to access health care. These barriers include high costs, limited availability of services and some physical challenges. The costs arise in transportation and affordability hence two reasons that create challenges to people with disabilities when accessing health services. In low-income regions in U.A.E, approximately 32% of non-disabled persons are not able to afford health care whereas those with disabilities that are not able to afford health care are approximately 52%. People with disabilities have to overcome the lack of appropriate services in health care. Physical barriers include uneven access to various building and rooms in the institutions, inadequate washroom facilities, inaccessible parking areas, and medical equipment that are not easily accessible. An example is a limited access to breast and cervical cancer screening for women that have mobility difficulties since the examination tables as well as the mammography equipment only accommodate women who can stand (they are not height-adjustable). People with disabilities experience the problem of inadequate skills in health care providers. They are twice likely to consider the skills of a health care provider to be inadequate to address their needs and four times more likely to report that a health care provider treated them badly. In addition, they are three times more likely to present a complaint of denial of care.

Conclusion

Form the analysis; it is evident that disabled people are not given priority over normal people. The analysis showed that the government needs to put extra efforts in assisting and encouraging disabled people to access health care and education.
